JP and I worked on the premise of adapting current belief systems to post-zombie life, and from a leadership standpoint this is what we came up with:

-Choose an existing religion to modify and work with to include zombies and life with zombies.
-Different beliefs if the zombies are religious (heaven/hell is full, rejecting souls) or secular (medical etc.)
-Both JP and I were raised Catholic, so one of the 'sins' that we'd modify would be the sin of suicide. We'd flip it so that if you are bitten, committing suicide would be viewed as honorable, noble, and courageous. 
Not all belief systems have to be religious in nature: we'd instill the belief of preparedness, and inspire confidence in our people so that they would not fear zombies. (A little fear is good, a lot will paralyze you.)
-Belief that everyone should be able to shoot a zombie in the head at 20 yards. Start training at a young age. Happy Birthday! Here's your rifle. (Ooooh, so shiny.)
-Belief in no afterlife, just live as best you can, by taking care of your community.
-Sustainable agriculture, energy (already in the works.) 
-Decision making: committee votes, not public but open - No secret decisions.
